Chloé Lauer, Executive Director
Chloé Lauer is a visionary urban planner and award-winning mobility advocate dedicated to making cities more beautiful, accessible, and vibrant for everyone. At the Coalition, she leads efforts to promote safe, sustainable, and equitable active transportation.
With a degree in urban planning from Harvard, Chloé started her career in San Francisco, working in strategic planning, data analysis, and human-centered design. A Women of Impact in Activism Award recipient, she speaks at conferences and design schools and served as a juror for the SDAF Orchids & Onions and Circulate’s Momentum Awards.
Chloé has lived and traveled extensively without a car, shaping her deep understanding of urban mobility. Now based in San Diego, she enjoys riding along the J Street cycle track and to Uptown on Pershing.

Kevin Baross, Education Manager
Mr. Kevin was born with a bike helmet on his head and hasn’t taken it off since. Originating from San Diego and an LCI since 2005, Kevin knows the local bicycling community like he knows his own family. He rode across the United States in 2007 (left to right) with his father and brother, and loves commuting by bike whenever possible.
He lives in Normal Heights with his amazing wife and 3 dogs, loves old records, new restaurants, and medium aged whiskey.

Ian Hembree, Advocacy & Community Manager
Ian is leading initiatives to promote cycling and connect with coalition members.
A graduate of USC, Ian recently served as a Civic Engagement Associate VISTA with the City of San Diego, focusing on social advocacy.
Ian's dedication to fostering sustainable transportation and active living is evident through his work.

Jason Vance, Administrative Assistant & Bike Valet Coordinator
Jason is passionate about the transformative power of bicycles to create safer, greener communities.
Inspired by Dutch street design, he advocates for bike infrastructure to reduce car dependency, promote mobility, and address climate challenges.
A graduate of UC Santa Cruz, he reminds everyone that biking is fun and accessible for all.
